As part of the national grassroots team tasked by the National Youth Commission (NYC) to implement the programs of the 10th National Youth Parliament (NYP), I am sending copies of the resolutions to every Barangay in Digos. For now the Implementing Rules and Regulations of the SK Postponement Act is mandating the creation of a Youth Development Task Force that ought to replace the function of the SK. Upon closer examination of the mandate, I fear however that Secretary Roxas missed an opportunity to make youth participation in governance work.
In my video application to the 10th National Youth Parliament I made a point reiterated by Akbayan’s and Kabataan Partylist’s SK Reform Bill that youth should include those above the age of 18. Alas, Roxas only included those who can form the “Youth Development Task Force” to be those between the ages of 15-17. This provision is a serious tactical error in the part of Roxas as the tendency for these kids is to be ordered around and transformed into puppets by the ruling barangay council.
